The Buffalo Bills are the first team in the post-draft phase to make moves in its scouting department.
They began the process last week by firing long-time vice president of college scouting Tom Modrak. They also promoted Doug Whaley to assistant general manager/director of player personnel.
On Wednesday, the team hired Tom Gibbons as pro personnel director and Chuck Cook as director of college scouting.
Gibbons, who worked previously for the Bills for 11 years (1992-2003), spent the past seven years as a college scout with the San Diego Chargers.
Cook, who has been in scouting for many years, was the director of college scouting for the Kansas City Chiefs for 12 seasons (1997-2008). He was a regional scout for the Miami Dolphins for the past three seasons.
